Can a person be convicted of something they thought about, but never acted upon? That's the question being raised in director Erin Lee Carr's thought-provoking film that explores thought policing from the perspective of 28-year-old NYPD "Cannibal Cop" Gilberto Valle—who was accused of conspiracy to kidnap, cook and eat a number of female victims based on online postings to a fetish site.
